It was proposed for water sharing between Punjab, Haryana and Himachal. This dispute mainly emerged after re-organisation of Punjab Act in 1966 by which the state of Haryana was carved out of Punjab.

Therefore, there was protest in Punjab regarding this. According to some media reports and websites, the construction of SYL was stopped in 1990 after the chief engineer associated with its construction was shot dead.
